Patient advocacy
      
The ACGME expects that residents will demonstrate ability to, “advocate for quality patient care and assist patients in dealing with system complexities.”

The resources included in this section of the module are designed to provide training programs with materials and tools that will be useful in helping learners obtain and demonstrate both of these skills.

Patient Access Coalition The Patient Access Coalition is a coalition of patient and provider organizations that advocates for “the focus of health care [to] be on patients and the quality of their medical care.”

The organization is actively involved in ensuring that patients enrolled in managed care plans have access to specialty care at reasonable cost and in a timely manner.

American College of Allergy, Asthma, & Immunology
(ACAAI)
ACAAI has two recent articles on its site that provide information that may be useful in advocating for patients’ access to specialty care:

     • Overview of expert care for asthma

     • Role of the allergist in cost-effective treatment of asthma

Health Care Consumer Assistance Most states have health care consumer assistance programs. A simple web-based search of state name and the phrase, ‘health care consumer assistance,’ should provide users with state-specific information.

Health Rights Hotline The Health Rights Hotline provides information and assistance to health care consumers aimed at helping them understanding their health care rights. While the organization is based in California, much of the information is generalizable across states.

Information available on the site includes Consumer Action Guides on a variety of topics including “What to do if you have a problem with your health plan” and “Referrals and approvals for medical services.”

Center for Health Care Rights The Center for Health Care Rights is an advocacy organization that provides resources for health care consumers, including sample letters addressing such topics as billing problems, appeal of denied services, and requests for coverage of non-formulary prescriptions.
